HHS Sec. Explains ObamaCare Abortion Loophole: Special Account Funded by an ‘Accounting Procedure’
By PoliJAM | December 22, 2009
In an interview Monday with the blogging community focused on women, BlogHer, Health and Human Services Secretary Kathleen Sebelius explained what seems to be an abortion funding loophole in the Senate’s version of the health care reform bill.
According to Sebelius, the bill would have everyone in the new insurance exchange created by the legislation contribute to a special set aside fund by way of a special “accounting procedure.”
This fund would then pay for medical procedures that do not invade the “privacy rights of women” – in other words: abortion.

There would be an accounting procedure, but everybody in the exchange would do the same thing. Whether you’re male or female, whether you’re 75 or 25, you would all set aside a portion of your premium that would go into a fund, and it would not be earmarked for anything, it would be a separate account that everyone in the exchange would pay.”
